Principal Officer: Cecilia Bridget Elizondo Herrera
She joined the Foreign Service in 1987 as a Junior Officer in the Administrative Cone. She has served in Guadalajara, Mexico, as a Vice Consul and in Melbourne, Australia, as an Administrative Officer and Post Security Officer. While stationed in Washington D.C. she served as an Area Manager for the Office of Foreign Buildings with responsibility for Near East Asia; as a Special Assistant to the Assistant Secretary of Administration, with a portfolio of Overseas Buildings Operations and as a Post Management Officer for the European Bureau whit responsibility for the Russian Federation and Finland. Cecilia has traveled throughout Russia, North Africa and the Arabian Gulf while stationed in Washington. She has served as the Deputy Supervisory GSO at the U.S. Embassy in Rome and Administrative Officer at the U.S. Embassy in Mexico City. She completed a one-year Pearson Fellowship with the Pan American Games Bid Committee in San Antonio, Texas and has served as the Assistant Chief of Protocol for Administration and Executive Director of the Office of the Chief of Protocol for the Department of State and the White House. While serving in this capacity she was asked to establish the Office of Protocol at the U.S. Embassy in Baghdad. She served as Chief of Protocol for three months in Baghdad, Iraq, to establish that office. Cecilia will begin her new tour of duty in August of 2006, at the Consulate in Matamoros, Mexico, as the Consul and Principal Officer.
Management Officer: Phyllis De Smet-Howard
Phyllis De Smet-Howard has been employed by the Department of State since 1981. Previous Foreign Service assignments include Moscow, Brussels, Panama, London, and Dhahran. Prior to assuming the position of Management Officer at the U. S. Consulate in Matamoros, she served as the General Services Officer in Mumbai, India.
Consular Chief: William Shea
William Shea arrived at the United States Consulate in Matamoros, Mexico in July 2005. A career Foreign Service Officer, Mr. Shea joined the U.S. Department of State in 1992 and has worked almost exclusively in the consular field. He has held several positions at the Department of State in Washington, D.C., and has also served overseas tours as a consular officer in Hermosillo, Mexico, Monterrey, Mexico, and Santo Domingo, Dominican Republic. Prior to joining the State Department, Mr. Shea was an officer in the U.S. Naval Reserve JAG Corps for four years.
