The American Citizens Service Unit

Information for U.S. Citizens Living Overseas concerning Avian Flu.

The Matamoros consular district is comprised of the state of Tamaulipas, with the exception of small portion of the northwest of the Rio Salado (Nuevo Laredo's Consular district) and the municipalities of Tampico, Cd. Madero and Altamira (which are in the Embassy's consular district).


All American citizens residing in or visiting in the Matamoros Consular District are invited to register their presence with the American Consulate in Matamoros. Through the registration system, the Consulate is able to notify Americans resident in the district in case of an emergency. For those visiting in the area, the Consulate would be better able to respond to any inquiry should the individual experience some difficulty while in the district.


The Department of State has initiated an Internet-Based Registration System (IBRS) worldwide to facilitate registration of U.S. citizens abroad. American citizens may register themselves and their family members on-line by clicking on the link under American Citizen Registration and in person at the Consulate. We encourage you to add your information to the on-line registration as well.


The Department of State has taken great care to ensure that the IBRS system is secure and that private citizen's data stored in our consular database cannot be accessed by unauthorized users. To provide both security and privacy, all data transmissions on the internet with public users are encrypted using secure Internet protocols.


The American Citizens Service Unit:


  1. Accepts applications for U.S. passports only for U.S. citizens resident in our consular district.
  2. Accepts applications for Consular Report of Birth Abroad for children born in Tamaulipas to one or two U.S. citizen parents. ( Applications accepted by appointment only ).
  3. Provides services for American citizens incarcerated in jails in Tamaulipas.
  4. Maintains lists of attorneys and physicians for use by American citizens.
  5. Assists in the search for missing American citizens.
  6. Provides notarial services.
  7. Provides other consular assistance TO AMERICAN CITIZENS as appropriate and necessary.

    If you have an emergency after normal working hours or on a weekend involving an American citizen, from the U.S.A. please call 011-52-1-868-818-1507, from Matamoros 044-868-818-1507, rest of México 045-868-818-1507. The ACS FAX number is 011-52-868-816-0883. Please note, questions concerning visas are not emergencies. Emergencies involving an American citizen include the death or arrest of an American citizen, or serious injury or illness of an American citizen who requires assistance from the Consulate.
